Qualifying retired law enforcement officers may attend these qualifications and will be awarded a certification card once they have passed the qualification. LEOSA qualifications are held throughout each month at the Blue Mountain Sportsman Center in Westchester New York – 183 Watch Hill Road, Cortland Manor, NY. 10567.
You will need to download the affidavit, fill it out and bring it with you. You will also need 50 rounds of ammo for each weapon type. Please bring with you the signed affidavit, your retired Agency ID and eyes and ears protection. Ammo is sold at Blue Mountain but only Thursday-Sunday. Not all calibers are available. Do not take the chance bring your own ammo.

- What are the specific requirements to qualify under LEOSA in New York?
To participate in a LEOSA qualification session, you must meet the federal definition of a “qualified retired law enforcement officer.” This generally requires having served an aggregate of 10 years or more in a law enforcement capacity or having separated due to a service-connected disability.
On the day of your qualification, you are required to bring your valid retired Agency ID and, if applicable, your New York State pistol permit. You must provide a safe, functional firearm and at least 50 rounds of factory ammunition per weapon type. Most ranges also require you to bring your own wrap-around eye protection, over-the-ear hearing protection, and a sturdy belt with a holster that covers the trigger guard.
- How often must I qualify, and what is the passing standard?
Under federal law, your LEOSA certification is valid for 12 months from the date of your last qualification. If your certification expires by even one day, you lose the legal protections afforded by LEOSA/ HR 218 until you re-qualify. In New York, the course of fire typically follows the DCJS (Division of Criminal Justice Services) or MPTC standards used for active-duty officers. This usually involves shooting at various distances—ranging from 3 to 25 yards—with a required passing score of at least 70%.

- Are there restrictions on where I can carry in New York even with LEOSA?
No. NYS recognizes that if you are currently qualified you are exempt from the sensitive places statute. Federal buildings are however not covered. While LEOSA provides broad carry privileges that preempt many state and local licensing laws, it does not grant absolute access to all locations. Under federal law, you must still comply with state laws that permit private property owners to prohibit or restrict the possession of concealed firearms on their premises. Furthermore, you must adhere to state laws that prohibit firearms on state or local government property.
